    • Delaware and Minnesota: These two states became the 22nd and 23rd, respectively, to legalize and regulate adult-use cannabis. This means residents over 21 can now possess, purchase, and consume cannabis for recreational purposes within specific guidelines.

    • Kentucky: The Bluegrass State became the 38th to legalize medical marijuana, providing patients with access to this treatment for approved medical conditions.

    • Maryland: Voters decisively approved a ballot measure legalizing adult-use cannabis, making Maryland the 19th state with recreational legalization. Sales are expected to begin in 2024.

Beyond Legalization:

    • Federal Pardons and Scheduling Review: President Biden expanded federal marijuana pardons and initiated a review of cannabis' classification under the Controlled Substances Act. While not full legalization, these actions represent significant steps towards federal cannabis policy reform.

    • Tax Reform Efforts: Several states, including New York and Illinois, passed laws allowing cannabis businesses to take state-level tax deductions, providing much-needed relief from the federal tax code's restrictions.
